Drying did not meet my expectations

Drying did not meet my expectations. When drawing on decorative varnish, the brush from drying smears it. Varnish with drying not less, than without it dries. Too most I can tell about firmness of decorative varnish under this drying - varnish gets down as well as if I would not cover it with this covering.
Postponed use of a product for some time, then again to it returned. Costs not much, but any I did not find actions.
